Abstract

Zbog povećane brige za okoliš, važnost prirodnog plina kao energenta bitno raste. Kako bi se zadovoljila potražnja za istim, bitno je postojanje infrastrukture kako bi se plin dostavio do krajnjih kupaca. Transport plina vrši se plinovodima ili LNG brodovima, a plin dolazi do krajnjih kupaca distribucijom. Zbog težine ulaska konkurencije na tržište, kod transporta i distribucije plina dolazi do pojave prirodnog monopola, a transport i distribucija predstavljaju bitan faktor kod određivanja konačne cijene prirodnog plina. Kako bi cijena transporta i distribucije bila prihvatljiva, i kako bi se izbjeglo iskorištavanje monopolističke moći, vrlo je bitna uloga regulatora na tržištu. Regulatorna agencija koja djeluje na području Hrvatske je HERA. U radu će se analizirati faktori koji utječu na cijenu plina, objasniti važnost regulatora, djelokrug rada, te na koji način se određuju tarifne stavke u Hrvatskoj. Također će se usporediti cijene transporta u odnosu na odabrane zemlje Europske unije.

Abstract (english)

Due to increased environmental concerns, the importance of natural gas as an energy source is increasing. In order to meet the demand for it, it is essential to have infrastructure in place to deliver gas to end customers. Gas is transported by pipelines or LNG ships, and gas is delivered to end customers by distribution. Due to the gravity of competition entering the market, natural gas monopoly occurs when transporting and distributing gas, and transportation and distribution are an important factor in determining the final price of natural gas. For the price of transport and distribution to be acceptable, and to avoid the use of monopolistic power, the role of regulators in the market is very important. The regulatory agency operating in Croatia is HERA. The paper will analyze the factors affecting gas prices, explain the importance of regulators, the scope of work, and how tariffs in Croatia are determined. Transport prices will also be compared with the selected EU countries.
