Abstract

Klimatske promjene i uništavanje okoliša prijete Europi i svijetu u ne tako dalekoj budućnosti. Europa ulaže napore da bude globalni predvodnik u borbi protiv tih problema. Iz tog razloga je donesen Europski zeleni plan kojim se Uniju nastoji pretvoriti u moderno, resursno učinkovito gospodarstvo sa smanjenom emisijom stakleničkih plinova do 2050., gospodarskim rastom koji nije povezan s upotrebom resursa, te ciljem da ni jedna osoba niti jedna regija nisu zapostavljene. Za ostvarenje tog cilja biti će potrebno dekarbonizirati energetski sektor, obnoviti zgrade radi smanjenja potrošnje energije, poduprijeti industriju u inovacijama, te uvesti čišće, zdravije i troškovno efikasnije oblike javnog i privatnog prijevoza. Kroz rad su analizirane klimatske strategije koje su prethodile donošenju Zelenog plana, njegove karakteristike, te značenje za Europsku uniju i Hrvatsku. Radom se nastoje prikazati politike potrebne za preobrazbu gospodarstva Europske Unije, te važnost održivog razvoja u svim politikama. Kao važan segment Zelenog plana predstavljeno je i financiranje provedbe istog, kao i ekologizacija nacionalnih proračuna, poticanje istraživanja i razvoja, te obrazovanja i osposobljavanja.

Abstract (english)

Climate change and environmental destruction threaten Europe and the world in the not-too-distant future. Europe is making efforts to be a global leader in combating these problems. For this reason, the European green Deal has been adopted to transform the Union into a modern, resource- efficient economy with reduced greenhouse gas emission by 2050, resource-free economic growth, and the goal of leaving no person or region behind. To achieve this goal, it will be necessary to decarbonise the energy sector, renovate buildings to reduce energy consumption, support industry in innovation and introduce cleaner, healthier and more cost-effective forms of public and private transport. The paper analyzes the climate strategies that preceded the adoption of the Green deal, its characteristics and significance for the European Union and Croatia. The paper seeks to show the politics needed to transform the economy of the European Union and the importance of sustainable development in all policies. As an important segment of the Green Deal, the financing of its implementation is presented, as well as the greening of national budgets, the encouragement of research and development, education and training.
