Abstract

Glavni je cilj rada usporediti hrvatski sustav školarina s onima u odabranim državama Europske unije te utvrditi je li novi linearni sustav školarina u Hrvatskoj ispunio zadane ciljeve. Sustavi školarina znatno se razlikuju unutar Europske unije pa je moguće razlikovati sustave školarina post tranzicijskih, srednjoeuropskih zemalja, te liberalni i skandinavski sustav. Razlike među sustavima odnose se na visinu troška i obveznike snošenja troška studiranja.
Skandinavske države imaju najniže troškove školarina, a liberalni sustav Ujedinjenog Kraljevstva i Irske ima najviše troškove. Srednjoeuropske i post tranzicijske zemlje su se smjestile između te dvije krajnosti. Hrvatska je do 2010. prakticirala tzv. dualni sustav koji je naplaćivao pune školarine (sustav sve ili ništa) studentima ispod linije državno pokrivene kvote. Zamijenio ga je linearni sustav koji se bazira na akademskom uspjehu mjerenom ECTS bodovima te ovisno o njima formira se i visina školarine. Novi sustav je povećao je broj studenata koji studiraju bez plaćanja za deset postotnih poena, ali nije značajno promijenio broj izvanrednih studenata i novih studenata. Smanjio je visinu školarina koje plaćaju redovni studenti s manjim akademskim uspjehom, ali ne značajno. Udio troška školarina u ukupnom trošku studija u Hrvatsko je među najvišima među promatranim zemljama. Linearni sustav školarina napredak je u odnosu na stari dualni sustav, ali je tek nekoliko godina na snazi pa je teško donijeti detaljnije zaključke o njegovim učincima.

Abstract (english)

The main goal of this paper was the comparison of the Croatian tuition fee system with those in the European Union and to analyze if the new linear system fulfilled its purpose. In the EU we have the post-transition system, the Central-European system, the liberal and the Scandinavian system. They differ from each other by the cost of tuition and by the final payer of the tuition fee.
Scandinavian countries have the lowest cost of tuition fee, and the UK and Ireland have the highest cost. The countries in Central Europe and the post-transit countries are in between.
Croatia abolished the dual system in 2010. That system declared that all students below the „state-paid“ line were obligatory to pay a full tuition fee. The new linear system is based on academic success which is measured in ECTS points. This system increased the number of students not paying any tuition fee by ten percentage points, but hasn't had a significant impact on the number of students who had to pay tuition fees regardless on the number of new students enrolling in higher education. It also decreased the cost of an average tuition fee cost, but not significantly. The ratio of tuition fee costs in the whole student costs for a month is 21% for Croatian students, the highest ratio compared to Germany, Austria, Slovenia, Sweden and Ireland. The linear system brought some improvements compared to the old system, but it's still too early to assess its value and effects because of the short time period.
