Abstract

This thesis aimed to examine past and current cyber security measures within government organizations and related public bodies. One of the goals was to try and provide solutions on how to protect information of national importance and address their vulnerabilities. Another one of the goals was to determine the common factors that underlie specific threats to nations and assess risks that come without enough effective regulations. Governments tend to be more vulnerable to cyber incidents due to their large volume of data that is highly confidential and difficult and costly to store and manage in the right way. Cyber security incidents are inevitable, but having a well-defined response plan can significantly minimize the impact of an attack and reduce damage. In addition, security is the most important concern of any state and achieving it is their primary objective, which means that it is imperative to focus on having comprehensive cyber security measures that ensure freedom from threats in order to protect resources, people and interests.

Abstract (croatian)

Ovaj diplomski rad imao je za cilj ispitati prošle i sadašnje mjere kibernetičke sigurnosti unutar vladinih organizacija i povezanih javnih tijela. Jedan od ciljeva bio je pokušati ponuditi rješenja kako zaštititi informacije od nacionalne važnosti i riješiti njihovu ranjivost. Nadalje, jedan od ciljeva bio je utvrditi zajedničke čimbenike koji su u pozadini specifičnih prijetnji nacijama i procijeniti rizike koji dolaze bez dovoljno učinkovitih propisa. Vlade su sklonije složenijim kibernetičkim incidentima zbog svoje velike količine podataka koji su vrlo povjerljivi te ih je teško i skupo pohraniti i njima upravljati na pravi način. Incidenti vezani uz kibernetičku sigurnost su neizbježni, ali dobro definiran plan odgovora može značajno minimizirati utjecaj napada i smanjiti štetu. Osim toga, sigurnost je najvažnija briga svake države i njezino postizanje primarni je cilj svih institucija, što znači da je izuzetno bitno usredotočiti se na sveobuhvatne mjere kibernetičke sigurnosti koje osiguravaju slobodu od prijetnji kako bi se na pravi način zaštitili resursi, ljudi i interesi.
