Abstract

Cilj ovoga rada je istražiti na koji način umjetna inteligencija može unaprijediti procese kriznog menadžmenta, analizirajući konkretnu primjenu u fazama prevencije krize, pripreme na krizu, identifikaciji krizne situacije i reaktivnog djelovanja. Analiza relevantne literature ukazuje na to da umjetna inteligencija može znatno poboljšati funkcije anticipativnog kriznog menadžmenta kroz potporu u izradi efikasnih scenarijo analiza, komunikacijskih planova te sustava ranog upozorenja, a tijekom faza identifikacije krize i reaktivnog djelovanja, umjetna inteligencija se ističe svojom sposobnošću obrade velike količine podataka u kratkom vremenskom razdoblju što unaprjeđuje procese prepoznavanja krize i ovladavanja iste. Studije slučajeva korištenja sustava umjetne inteligencije u procesu ovladavanja COVID-19 pandemijom potvrđuju kako umjetna inteligencija znatno može unaprijediti disciplinu kriznog menadžmenta. Ipak, ovaj rad ističe izazove poput nedostatka evaluacije novih sustava umjetne inteligencije i interpretacije rezultata u razvoju lijekova i cjepiva za vrijeme posljednje pandemije. Transparentnost, evaluacija sustava i daljnje istraživanje preporučuju se kako bi se maksimizirala korisnost umjetne inteligencije u svladavanju budućih kriznih situacija.

Abstract (english)

The conducted research within this master thesis was prompted by the global crisis, the COVID-19 pandemic, and analyzes the functions of crisis management, artificial intelligence, and their interaction. The aim of this paper is to explore how artificial intelligence can enhance crisis management processes by examining its specific applications in crisis prevention, preparedness for crisis, crisis identification, and reactive response phases. An analysis of relevant literature shows that artificial intelligence can significantly improve the functions of anticipatory crisis management through its support in designing of efficient scenario analysis, communication plans, and early warning systems. During the phases of crisis identification and reactive response, artificial intelligence stands out for its ability to process large amounts of data in a short period which helps in detecting a crisis and overcoming the same. Case studies on the use of artificial intelligence systems in managing the COVID-19 pandemic confirm that artificial intelligence can greatly enhance the discipline of crisis management. However, this paper highlights challenges such as the lack of evaluation of new artificial intelligence systems and the interpretation of results in the development of drugs and vaccines during the last pandemic. Transparency, system evaluation, and further research are recommended to maximize the utility of artificial intelligence in overcoming future crisis situations.
