Abstract

Zdravstvene se krize u svijetu i dalje percipiraju kao novost, bez obzira na njihovu stalnu prisutnost i utjecaj. Mogu biti različitih razmjera, a krizni menadžment ključna je komponenta zdravstvenih sustava i gospodarstava u cjelini koja određuje način ovladavanja zdravstvenim krizama te upravljanje njihovim posljedicama. Ultimativni cilj, postavljen na globalnoj razini od strane Svjetske zdravstvene organizacije (World Health Organization, WHO), je osigurati univerzalnu zdravstvenu zaštitu za sve. Taj cilj ometan je različitim faktorima, kao što su klimatske promjene, neravnoteže na tržištu rada te geopolitička zbivanja. Iz tog razloga, vrlo je važno da nacionalne vlade usvoje niz mjera koje će zdravstveni sustav primijeniti i na taj način postati otporan na krizne situacije te omogućiti sustav u kojemu će svaki građanin biti adekvatno osiguran. Najveći fokus postavljen je na preventivno krizno upravljanje koje uključuje multisektorski pristup te planiranje kriznih akcija i zdravstvenih kapaciteta temeljeno na procjeni rizika. Provedena analiza podataka ukazuje na veliki disbalans između zemalja visokog i niskog dohotka kada je u pitanju zdravstveno osiguranje. Niz je faktora koji ukazuju na tu nejednakost – od načina financiranja zdravstvenog sustava, postojanja infrastrukturnih kapaciteta i ljudskih resursa, sve do klimatskih uvjeta i predispozicija za stvaranje žarišta epidemija bolesti.

Abstract (english)

Globally, health crises are still perceived as a novelty, regardless of their constant presence and impact. They can reach different scales, and crisis management is a key component of health systems and economies as a whole, which determines the way to manage health crises and their consequences. The ultimate goal, set at the global level by the World Health Organization (WHO), is to ensure universal health coverage for all. This goal is hampered by various factors, such as climate change, imbalances in the labor market and geopolitical events. Due to this reason, it is very important that national governments adopt a series of measures that the health system will apply and thus become resistant to crisis situations and enable a system in which every citizen will be adequately insured. The greatest focus is placed on preventive crisis management, which includes a multisectoral approach, as well as the planning crisis actions and health capacities based on risk assessment. Performed data analysis indicates a large imbalance between high-income and low-income countries when it comes to health insurance. There are a number of factors that indicate this inequality - from the way the health systems are financed, from the existence of infrastructural capacities and human resources, all the way to climatic conditions and predispositions for creating focal points of epidemics.
