Utjecaj prekomjerne državne potrošnje na gospodarstvo, primjer Saudijske Arabije

Abstract

Saudijska Arabija je kraljevina u Bliskome istoku koja je postala ovisna o nafti. Velika količina
naftnih izvora je stavila tu kraljevinu u neugodnu situaciju u kojoj nije imala dovoljno razvijene
druge gospodarske sektore i grane. Uvidjevši to, princ Mohammed bin Salman je pokrenuo
plan Vision 2030 kojim se planira provesti kompletna diverzifikacija gospodarstva kako bi se
razvile sve druge gospodarske grane i prekinula ovisnost o nafti. Velika većina plana Vision
2030 se temelji na korištenju državne potrošnje kako bi se pokrenuli određeni projekti i
potaknuli oni gospodarski sektori koji su u ovoj zemlji bili davno zaboravljeni. Ovaj rad
proučava upravo to, prekomjerno korištenje državne potrošnje i njezin utjecaj na gospodarstvo.
Analizom ključnih projekata, državnih prihoda i rashoda te BDP-a i strukture BDP-a došlo se
do zaključka da je u promatranom vremenskom periodu prekomjerna državna potrošnja imala
pozitivan utjecaj na gospodarstvo. Smanjio se udio naftnih aktivnosti u BDP-u i smanjio se
BDP naftne industrije Saudijske Arabije. Izuzev toga bio se smanjio udio naftnih prihoda u
ukupnim prihodima, no nažalost zbog zbivanja na drugom kraju svijeta ta brojka se ponovno
povećala. Od analiziranih projekata se zaključilo da je samo jedan projekt neuspješan i ne ide
po planu zasad, dok su svi ostali projekti u 2024. godini i ranije već ispunili očekivanja koja su
im bila postavljena za 2030. godinu.
Može se zaključiti da je ova država uspješno provela svoj plan i da je prekinula svoju ovisnost
o nafti i nezdrav odnos koji je imala s naftnim sektorom. Drugi sektori su se poboljšali i imaju
sve veći udio u ukupnom BDP-u Saudijske Arabije. Rashodi su se povećali, no s dobrim
razlogom i oni se koriste učinkovito. Preostaje vidjet hoće li se Saudijska Arabija nastaviti
držati svog plana.

Abstract (english)

Saudi Arabia is a kingdom in the Middle East that has become dependent on oil. The large
amount of oil sources put that kingdom in an unpleasant situation in which it did not have
sufficiently developed other economic sectors and branches. Seeing this, Prince Mohammed
bin Salman launched the Vision 2030 plan, which plans to implement a complete
diversification of the economy in order to develop all other economic branches and end the
dependence on oil. The vast majority of the Vision 2030 plan is based on the use of government
spending to initiate certain projects and stimulate those economic sectors that have long been
forgotten in this country. This paper studies exactly that, the excessive use of government
spending and its impact on the economy.
Analysis of key projects, government revenues and expenditures, and GDP and GDP structure
led to the conclusion that in the observed time period, excessive government spending had a
positive impact on the economy. The share of oil activities in GDP decreased and the GDP of
Saudi Arabia's oil industry decreased. Apart from that, the share of oil revenues in total
revenues decreased, but unfortunately due to events on the other side of the world, this figure
increased again. From the analyzed projects, it was concluded that only one project is
unsuccessful and is not going according to plan so far, while all other projects in 2024 and
earlier have already fulfilled the expectations that were set for them in 2030.
It can be concluded that this country has successfully implemented its plan and has ended its
dependence on oil and the unhealthy relationship it had with the oil sector. Other sectors have
improved and account for an increasing share of Saudi Arabia's total GDP. Expenditures have
increased, but with good reason and they are being used efficiently. It remains to be seen
whether Saudi Arabia will continue to stick to its plan.
