Abstract

Digitalizacija poslovanja sveprisutan je proces u svim sektorima jednog gospodarstva. Upravo tako ona se odvija i u pogledu javnih usluga. Javni sektor kao pružatelj javnih usluga često je nedovoljno istraženo područje pa samim time i javnim uslugama nije pridana dostatna količina pažnje. Digitalizacija javnih usluga poprilično je neistražena tema na domaćem tržištu iako se proces digitalizacije postepeno odvija. Javni sektor suočen sa tehnološkim napretkom prolazi kroz proces tranzicije u digitalni svijet. Na primjeru portala e-Građani kao nositelja digitalizacije javnih usluga može se prikazati sam proces digitalizacije kao i prikazati tipovi usluga koji su na njemu dostupni. Kroz sam proces prikazano je trenutno stanje digitalizacije u Hrvatskoj kao i način funkcioniranja samog portala ali i usluga koje on objedinjuje. Integracija javnih institucija predstavlja vrlo važnu ulogu u procesu digitalizacije koji omogućava funkcioniranje portala. U radu su izneseni zaključci o digitalizaciji i njenom procesu te učinci koji iz istog proizlaze. Na temelju istraživanja među građanstvom obrađene su spoznaje istog o procesima i pojmovima obrađenim u radu. Istraženi su stavovi javnosti prema napretku digitalizacije i svijest o trenutnom stanju iste. Prikazana je košarica dostupnih usluga te izneseni rezultati učestalosti korištenja i zastupljenosti svake pojedine usluge na temelju koje se mogu donijeti zaključci o potrebama unaprjeđenja i nepotrebnim uslugama i funkcijama portala.

Abstract (english)

Digitization of business is a ubiquitous process in all sectors of an economy. This is exactly how it takes place in terms of public services. The public sector as a provider of public services is often an under-researched area at the same time and public services have not received a sufficient amount of attention. Digitization of public services is a rather unexplored topic on the domestic market, although the digitization process is gradually taking place. Faced with technological progress, the public sector is undergoing a process of transition to the digital world. Using the example of the e-Citizens portal as the bearer of the digitization of public services, the digitization process itself can be shown, as well as the types of services available on it. Through the process itself, the current state of digitization in Croatia is shown, as well as the way the portal itself functions, as well as the services it combines. The integration of public institutions represents a very important role in the digitalization process that enables the functioning of the portal. The paper presents conclusions about digitization and its process, as well as the effects that result from it. On the basis of research among citizens, their knowledge about the processes and concepts covered in the paper was processed. The public's attitudes towards the progress of digitization and awareness of its current state were investigated. The basket of available services is presented and the results of the frequency of use and representation of each individual service are presented, on the basis of which conclusions can be drawn about the need for improvement and unnecessary services and functions of the portal.
