Abstract

Građevinski sektor jedna je od glavnih gospodarskih grana Republike Hrvatske koji je nakon rata, točnije u razdoblju od 2000. do 2008. godine doživio izuzetan građevinski boom, posebice na području izgradnje prometnica i stambenih objekata. Financijska kriza, koja je pogodila svjetsku ekonomiju 2008. godine, općenito se definira kao ozbiljan pad gospodarske aktivnosti popraćen financijskom nesigurnošću. Tijekom financijske krize, građevinski sektor Republike Hrvatske suočio se s izazovima poput smanjenja građevinske aktivnosti, odsutstva investicija, te povećane nezaposlenosti. U takvim okolnostima je u potpunosti razvidno da je najveći teret recesije, podnio upravo građevinski sektor. S druge strane, pandemija COVID-19 koja je zahvatila svijet 2020. godine također je znatno utjecala na građevinski sektor u Hrvatskoj. Kriza uzrokovana pandemijom COVID-19 definira se kao iznenadni globalni, zdravstveni i ekonomski šok. Uvođenje strožih mjera i karantene, rezultiralo je prekidom građevinskih projekata, smanjenjem potražnje i financijskim izazovima za građevinske tvrtke. Povećana nesigurnost tržišta, kao i promjene u radnim uvjetima postavili su dodatne izazove pred građevinski sektor. Cilj rada je istražiti i usporediti kako se građevinski sektor ponašao i ponaša za vrijeme dviju najznačajnijih spomenutih ekonomskih kriza u modernoj povijesti, analizirati utjecaje ekonomskih šokova u građevinskom sektoru, te posljedice i oštećenja koja su nastala zbog tih šokova kroz odabrane pokazatelje. U svrhu izrade rada koristit će se sekundarni podatci domaćih stranica (Državni zavod za statistiku, Hrvatska gospodarska komora, Ekonomski institut) i inozemnih (Eurostat), te znanstveni članci, knjige i ostala stručna literatura koja sadrži provjerene, točne i referentne vrijednosti. Građevinski sektor negativno je pogođen oba puta, no razlike u prirodi i trajanju ovih dviju kriza donose različite izazove. Financijska kriza rezultirala je dugotrajnijim padom aktivnosti, dok je COVID-19 kriza bila brža i iznenadnija. Oba događaja su ukazala na potrebu za fleksibilnim pristupima i brzim prilagodbama u građevinskom sektoru kako bi se minimizirali gubici i osigurala stabilnost. Stoga je praćenje globalnih i domaćih ekonomskih uvjeta važno za bolje razumijevanje i suočavanje s budućim krizama.

Abstract (english)

The construction industry is one of the most important sectors in the Croatian Republic that after the war, specifically between the years 2000 and 2008, achieved an extraordinary boom - especially regarding the construction of roads and residential buildings. The financial crisis that hit the global economy in 2008 is overall defined as a significant decline in the industry activities, accompanied by financial instability. During the financial crisis, the building sector of the Republic of Croatia has been facing the challenges such as lowering of workload, no investments and increase of unemployment. With that in mind, it is very obvious why the construction sector beared the heaviest burden of the recession. On the other hand, the crisis caused by the COVID-19 pandemic in 2020 also played a significant role in the Croatian construction sector. The crisis is defined as a sudden, exceptional and global health and economy shock. Introducing the countermeasures - like quaranteen and isolation - resulted in projects being aborted, lowered demand and multiple financial challenges for the companies. Increase in instability of the sector, as well as the challenging work environment exerted extra strain to the construction industry. The purpose of this work is to research and compare how the construction sector acted, and is still acting, during two of the most impactful crisis in the modern history, as well as analyze the effects and damages of economic shocks in the construction sector through certain indicators. For the purpose of this work, will be used secondary data of local web pages (Bureau of Statistics, Croatian Chamber of Commerce), global (Eurostat), as well as other scientific journals and literature containing verified, accurate and any other information of reference value. The construction sector was negativelly impacted twice, yet the nature and duration of the crisis brought each their own challenges. The financial crisis resulted in the longterm decline of activities, while the COVID-19 crisis was quicker and more sudden. Both have shown us the need for flexibility and fast accomodation to minimize the losses and achieve the stability of the sector. Therefore, following the global and local events are necessary for the better understanding and easier facing of the crisis to come.
