Abstract

Zdravstveni sustav treba imati za cilj unaprijediti zdravlje stanovništva i očuvati ga, međutim javlja se problem načina financiranja zdravstvenog sustava. Financiranje zdravstvenog sustava predstavlja bitnu odrednicu zdravstva, a postoje tri temeljne metode financiranja: Bismarckov model, Beveridgeov model te tržišni model. Bismarckov model funkcionira na načelu solidarnosti i uzajamnosti, odnosno na temelju doprinosa koje plaća radno aktivno stanovništvo. Beveridgeov model je model u kojem se zdravstvo financira iz poreza koji plaćaju svi građani, dok tržišni model predstavlja financiranje zdravstvenog sektora putem premija.
Ovaj diplomski rad prikazati će funkcioniranje zdravstvenog sustava u odabranim zemljama, kao i temeljne, najčešće korištene, modele financiranja zdravstvenog sustava u svijetu. Radom će se objasniti način financiranja zdravstvenog sustava na primjeru Hrvatskog zavoda za zdravstveno osiguranje te će se napraviti usporedba zdravstvenog sustava odabranih zemalja i Republike Hrvatske.

Abstract (english)

The health system should aim to improve the health of the population and preserve it, however, there is the problem of ways of financing the health system. The financing of the health system is an important determinant of health, and there are three basic methods of financing it: Bismarck model, Beveridge model and the market model. Bismarck, works on the principle of solidarity and reciprocity, or on the basis of contributions paid by the active population. Beveridge model is a model in which health system is financed from taxes paid by all citizens, while market model represents financing of the health system through premiums.

This paper will show the functioning of health systems in selected countries, as well as basic, frequently used, models of financing the health care system in the world. The work will explain ways of financing the health system in the example of the Croatian Institute for Health Insurance and will make a comparison of the health systems on selected countries and the Croatian.
