Abstract

U većini promatranih zemalja odlazak u mirovinu ne osigurava formiranje stabilne financijske pozicije, već predstavlja situaciju u kojoj određeni umirovljenik na temelju ostvarenih mirovinskih primanja ne može zadržati adekvatan životni standard. Neprimjerene mirovine izravna su posljedica neodrživih javnih mirovinskih sustava, koji uslijed procesa demografskog starenja stanovništva vrše snažan pritisak na javne financije. Pored toga, troškovi pružanja kvalitetne zdravstvene skrbi, kao najznačajnije kategorije troškova vezanih uz umirovljenike, dodatno povećavaju udio javnih rashoda i u javnom zdravstvu. Posljedično, neodrživost tih dvaju sustava dovodi do narušavanja načela uravnoteženosti državnog proračuna i nemogućnosti osiguranja dostatnih financijskih sredstava. Sve značajnija potreba za formiranjem privatnih izvora sredstava, namijenjenih ostvarivanju primjerenog raspoloživog dohotka, naglašava važnost financijske pismenosti. Upravo financijski pismeni umirovljenici korištenjem obrnute hipoteke ostvaruju dodatna financijska sredstva, najčešće usmjerena ka tekućoj potrošnji i pokrivanju rastućih zdravstvenih troškova. Financiranje umirovljenika tehnikom obrnute hipoteke najviše je razvijeno na tržištu Sjedinjenih Američkih Država, a značajnija primjena prisutna je i u drugim razvijenijim gospodarstvima svijeta, od Australije do pojedinih europskih zemalja. Primjenom obrnute hipoteke umirovljenici imaju mogućnost poboljšati svoj društveni položaj pretvaranjem imovinskog bogatsva u raspoloživa financijska sredstva te time pozitivno utjecati na kvalitetu životnog standarda.

Abstract (english)

In most countries, retirement does not ensure the formation of a stable financial position, respectively it represents a situation in which a pensioner based on the retirement income is unable to insure an adequate standard of living. Inappropriate pensions are a direct consequence of unsustainable public pension systems, which put a heavy strain on public finances as a result of the demographic aging process. Also, the cost of providing quality health care, as the most significant category of retirement-related costs, further increases the share of public expenditure in public health. Consequently, the unsustainability of the two systems leads to a violation of the principle of balance of the state budget and the inability to secure sufficient financial resources. The increasing need for the formation of private sources of funds, aimed at generating adequate disposable income, underlines the importance of financial literacy. Financial literate retirees use reverse mortgages to generate additional financial resources most often focused on current spending and coverage of rising health costs. Reverse mortgage financing is the most developed in the United States marketplace, with significant attention in other more developed economies in the world, from Australia to some European countries. By using a reverse mortgage, retirees have the opportunity to improve their social standing by converting their property wealth into available financial means, thereby positively affecting the quality of life.
