Abstract

Socijalno osiguranje je osiguranje koje nastoji spriječiti socijalnu isključenost te zadovoljiti minimalne životne potrebe određenim osobama ili skupinama društva kada se nađu usred problematične socijalne, ekonomske i financijske situacije. Pritom, jedinice lokalne i regionalne samouprave provode socijalne programe kako bi poboljšale život svojih stanovnika. Cilj ovog diplomskog rada je korištenjem sekundarnih izvora podataka prikupljenih iz znanstvene i stručne domaće i strane literature opisati socijalno osiguranje u Hrvatskoj i analizirati ulaganje u socijalnu zaštitu i programe socijalne skrbi Zagrebačke županije od 2017. do 2019. godine. Dobiveni zaključci pokazuju da Zagrebačka županija ulaže znatno manje sredstava u socijalnu zaštitu od prosjeka ulaganja svih županija na temelju čega bi se moglo zaključiti da joj socijalno zbrinjavanje nije od velike važnosti. Od 2017. do 2019. godine prosječno 1,84% njenih ukupnih rashoda odnosi se na socijalnu zaštitu te se izdaci za socijalne programe nisu znatno mijenjali. 2019. godine najviše je financijskih sredstava potrošeno na Jednokratne novčane pomoći za novorođenu djecu.

Abstract (english)

Social insurance is insurance that seeks to prevent social exclusion and satisfy the minimum living needs of certain people or groups of society when they find themselves in the middle of a problematic social, economic and financial situation. Thereat, local and regional self-government units spend social programs to improve life of their residents. The aim of this thesis is by using the secondary sources of data collected from scientific and professional domestic and foreign literature to describe social insurance in Croatia and to analyze investment in social protection and social welfare programs in Zagreb County from 2017 to 2019. The conclusions show that Zagreb County invests significantly less funds in social protection than the average investment of all counties, based on what could be concluded that social welfare is not their great importance. From 2017 to 2019, an average of 1.84% of its total expenditure is related to social protection and expenditure on social programs has not changed significantly. In 2019, the largest amount of funds is spent on One-time cash aid for newborn children.
