Abstract
Nepovoljni demografski procesi utjecali su na proces smanjenja ukupnog ljudskog kapitala. Društveno-gospodarska situacija u Hrvatskoj je općenito loša, a činjenica da je smanjen ukupni ljudski kapital ne daje nadu za brzi oporavak. Kad se tome pridodaju i regionalne razvojne nejednakosti, proširuje se depopulacijski prostor u Hrvatskoj, što pak dovodi do jake koncentracije stanovništva u najvećim urbanim središtima i njima pripadajućim gravitacijskim područjima.. S obzirom da se nije vodilo računa o usklađenosti ponude i potražnje demografskih resursa, nisu ni dobiveni željeni rezultati ulaganja u obrazovanje, zdravstvo i stručno usavršavanje. Hrvatska bi se trebala ugledati na druge države EU (Irska, Portugal, Španjolska) koje puno ulažu u ljudske resurse i zaštitu okoliša, što se pokazalo isplativijim od investiranja u fizički kapital, posebice uz sredstva EU, čime je olakšano smanjenje ili uklanjanje prostornih razlika u razmještaju kapitala i demografskih resursa.
