Abstract

Poticanje energetske učinkovitosti jedan je od glavnih ciljeva Europske unije. Stoga je razvijen paket mjera za smanjenje potrošnje energije u prometu i javnoj rasvjeti. Javna rasvjeta jedan je od pokazatelja razvijenosti naselja i gradova te je veliki potrošač električne energije. Modernizacijom sustava javne rasvjete došlo bi do smanjenja troškova održavanja i troškova električne energije i poboljšanja života građana, ali je to veliki kapitalni izdatak gradovima i jedinicama lokalne samouprave i tražio se model koji bi im olakšao financiranje radova.
U ovom radu obrađuju se ESCO modeli financiranja modernizacije sustava javne rasvjete u Hrvatskoj. Prikazuje se proces odabira najpovoljnijeg modela financiranja, njegova struktura i funkcija, potrošnja električne energije u Hrvatskoj. Definira se pojam energetske učinkovitosti i s naglaskom na učinkovitost u proizvodnji i potrošnji električne energije i opisuje se javna rasvjeta kao predmet implementacije energetski učinkovitih sustava. Na primjeru Grada Zaprešića prikazan je proces implementacije novog Sustava javne rasvjete, njegov pozitivan utjecaj na okoliš i financijsku sliku Grada.

Abstract (english)

Promoting energy efficiency is one of the main goals of the European Union. I.e., a package of measures has been developed to reduce energy consumption in transport and public lighting. Public lighting is one of the indicators of the development of settlements and cities and is a major consumer of electricity. Modernization of the public lighting system would reduce maintenance and electricity costs and improve the lives of citizens, but this is a large capital expenditure for cities and local governments and a model was sought that would make it easier for them to finance the works.
This paper deals with ESCO models for financing the modernization of public lighting systems in Croatia. The process of selecting the most favorable financing model, its structure and function, and electricity consumption in Croatia are presented. The concept of energy efficiency is defined with an emphasis on efficiency in electricity generation and consumption and public lighting is described as the subject of the implementation of energy efficient systems. The process of implementation of the new public lighting system, its positive impact on the environment and the financial image is shown on the example of the City of Zaprešić.
