Abstract

Posljednjih su desetljeća na globalnoj razini prirodne katastrofe sve češća pojava sa sve razornijim posljedicama. Jedan od glavnih uzroka takvih pojava su izražene klimatske promjene. Prirodne katastrofe mogu nastupiti potpuno neočekivano i uzrokovati štete ogromnih razmjera. Iz tog je razloga bitna uloga instrumenta osiguranja kako bi se faktor iznenađenja sveo na najnižu razinu, a stanovništvo zaštitilo od mogućih šteta. Veća potražnja za osiguranjem, odnosno penetracija osiguranja na razini države znači i manju potencijalnu obvezu države za nadoknadu šteta nastalih uslijed prirodne katastrofe. Stoga je cilj ovog rada povećati svijest o važnosti imovinskih osiguranja od prirodnih katastrofa. U prvom dijelu rada daje se prikaz glavnih obilježja djelatnosti osiguranja te kategorizacija i značajnost prirodnih katastrofa. Nadalje, obrazlažu se glavni razlozi podzastupljenosti osiguranja koje je prisutno na razini cijelog svijeta te se uspoređuje stanje među državama s obzirom na njihovu razvijenost. Daje se i osvrt na hrvatsko tržište imovinskih osiguranja te upravljanje štetom uzrokovanom razornim potresom u Zagrebu u ožujku 2020. Na kraju rada se iznose rješenja uz čiju je primjenu moguće utjecati na povećanje zastupljenosti osiguranja od katastrofalnih šteta.

Abstract (english)

Over the past few decades natural catastrophes have been more frequent and more destructive all over the world. One of the main cause for this problem is climate change. Natural disasters can occur completely unexpectedly and lead to huge damage. The role of insurance is important in order to reduce surprise factor and to protect people from possible losses. The higher demand of insurance, i.e., insurance penetration means lower potential government liabilities to finance damages from natural disaster. Therefore, the aim of this paper is to increase awareness of the importance of disaster risk insurance. Firstly, main characteristics of the insurance industry, categorization and significance of natural disasters are presented. Furthermore, the paper explains main reasons of protection gap which is worldwide problem and compares the situation between countries according to their state of development. Next, the review of Croatian property insurance market and the damage management caused by the earthquake in Zagreb in March 2020 is discussed. At the and are presented solutions that can affect the increase in the amount of natural catastrophe insurance.
