Abstract

Održiva i odgovorna financijska ulaganja su ulaganja koja uključuju ekološke, društvene i upravljačke (ESG) čimbenike u izboru i upravljanju portfeljem imovine. Sve veća osviještenost o negativnim utjecajima klimatskih promjena te regulatorna zaoštravanja pridonijeli su razvoju tržišta održivih i odgovornih financijskih ulaganja. Posljedice klimatskih promjena su dalekosežne i svojim djelovanjem utječu na gospodarske aktivnosti i financijski sustav zemlje. Zbog postojanog utjecaja klimatskih promjena na financijski sustav prepoznata je uloga financijskog sustava, uključujući i središnje banke, u ublažavanju klimatskih promjena. Shvaćajući ozbiljnost problema klimatskih promjena te njezinog utjecaja na financijsku stabilnost gospodarstva, središnje banke i supervizori osnivaju Mrežu za ozelenjivanje financijskog sustava (engl. Network for Greening the Financial System (NGFS)). U teorijskom dijelu rada proširena su saznanja o održivim i odgovornim financijskim ulaganjima te o utjecaju klimatskih promjena na financijski sustav. Kroz održiva i odgovorna financijska ulaganja i izvještavanje o problemu klimatskih promjena središnje banke mogu poslužiti kao primjer financijskim institucijama i poduzećima. Doprinos istraživačkog dijela rada je sustavni prikaz i analiza praksi središnjih banaka u zemljama Europske unije i Ujedinjenog Kraljevstva u kontekstu supervizorskih očekivanja i preporuka kojima se nastoji poticati poslovne banke na održivo poslovanje, ulaganja u zelene obveznice i izvještavanja o održivim i odgovornim financijskim ulaganjima te djelovanju protiv klimatskih promjena.

Abstract (english)

Sustainable and responsible financial investments are investments involving environmental, social and governance factors in the selection and management of portfolios. Increasing awareness of the negative impacts of climate change and regulatory tightening have contributed to the development of a sustainable and responsible financial investments market. The consequences of climate change are far reaching and affect the country's activities and financial system. Due to the persistent impact of climate change on the financial system the role of the financial system, including central banks, in climate change mitigation has been recognised. Recognising the seriousness of the climate change problem and the impacts on the financial stability central bank and supervisors are setting up a Network for Greening the Financial System (NGFS). The theoretical part of the paper increases the knowledge on sustainable and responsible financial investments and the impact of climate change on the financial system. Through sustainable and responsible financial investments and reporting on climate change, central banks can serve as an example to financial institutions and companies. The contribution of the research part of the paper is a systemic overview of the practices of the central banks of the European Union and United Kingdom in the context of supervisory expectations and recommendations aimed at encouraging commercial banks to operate sustainably, invest in green bonds and report on sustainable and responsible financial investments and work against climate change.
