Abstract

Popisi poljoprivrede su složene statističke akcije (projekti) koji se provode u višegodišnjoj dinamici. Državni zavod za statistiku je nositelj organizacije, pripreme i provedbe Popisa poljoprivrede u Republici Hrvatskoj. Na samu organizaciju i provedbu projekta utječe način prikupljanja podataka od popisnih jedinica (poljoprivrednih gospodarstva). U predloženom radu analiziran je način provedbe, organizacija i vođenje projekta Popisa poljoprivrede 2003. te je razvijen prijedlog organizacije Popisa poljoprivrede 2020. U samom radu prikazani su i primjeri organizacije i provedbe Popisa poljoprivrede u svijetu i u Republici Hrvatskoj. Usporednom analizom, prikazom najbolje prakse, kao i primjenom metoda analize, sinteze, indukcije i dedukcije nastojao se ostvariti i glavni cilj rada: prepoznati ključni statistički procesi prikupljanja, obrade i publiciranja podataka, odnosno činitelje koji utječu na samu organizaciju i provedbu samog projekta popisa poljoprivrede. Stručni doprinos rada je u prikazu optimalnog načina strateškog planiranja, odabira kompetentnog projektnog tima te uspostavi efikasne organizacije na terenu što je, uz korištenje dostupnih naprednih tehnoloških rješenja, omogućilo smanjenje opterećenja ispitanika i sudionika u projektu, skraćivanje vremena obrade popisnih podataka te njihove diseminacije, kao i smanjenju ukupnih financijskih troškova.

Abstract (english)

Agricultural census are complex statistical actions (projects) carried out in multi-annual dynamics. The Croatian Bureau of Statistics is the holder of the organization, preparation, and implementation of the Agricultural Census in the Republic of Croatia. The organization itself and the implementation of the project are influenced by the way of collecting data from the census units (agricultural holdings). The proposed work was analyzed the way of implementation, organization and implementation of the Census 2003 project and a proposal of the organization of Agriculture Census 2020 was developed. The paper also presented examples of organization and implementation of the Agricultural Census in the world and in the Republic of Croatia. Comparative analysis, best practices and methods of analysis, synthesis, induction and deduction was also aimed at achieving the main goal of the work: to identify the key statistical processes of collecting, processing and publishing data, ie factors affecting the organization itself and the implementation of the agricultural census project itself. The professional contribution of the work is in the presentation of the optimal way of strategic planning, the selection of a competent project team and the establishment of an efficient organization on the ground which was enable the reduction of the burden of respondents and participants in the project, the reduction of the collecting census data and their dissemination by using available advanced technological solutions, as well as reducing total financial cost.
