Abstract

Obrazovanje je prepoznato kao jedan od najvažnijih segmenata djelovanja države za gospodarski rast i razvoj. Vlade diljem svijeta trude se na što adekvatniji način ulagati u obrazovni sustav kako bi bio što kvalitetniji i uspješniji. Obrazovanje je u Republici Hrvatskoj decentralizirano i financira se na svim razinama javne uprave. Mnogi znanstvenici proveli su istraživanja o ulaganju u obrazovanje, kvaliteti obrazovnog sustava i ljudskog kapitala te pokušali utvrditi kako ono konkretno utječe na gospodarstvo. Ovaj rad pruža pregled dosadašnjih istraživanja o navedenoj problematici i empirijsku analizu financiranja hrvatskog obrazovnog sustava te empirijsku analizu utjecaja javnog ulaganja u obrazovanje na gospodarstvo RH. Procjenom modela linearne regresije ispitano je kako izdaci opće države za obrazovanje utječu na bruto domaći proizvod u RH te je ispitan utjecaj izdataka prema razinama obrazovanja na bruto domaći proizvod. Zaključeno je kako izdaci opće države pozitivno djeluju na gospodarstvo te povećanjem potrošnje za obrazovanje raste i BDP. Također, ulaganje u rano, predškolsko, osnovno i srednje obrazovanje pokazuje pozitivan učinak na BDP, dok ulaganje u visoko školstvo ima negativan učinak na gospodarski rast.. Rezultati se većinskim dijelom podudaraju sa već provedenim stranim i domaćim istraživanjima.

Abstract (english)

Education has been recognized as one of the most important segments of state activity for economic growth and development. Governments around the world are trying to invest in the education system in the most adequate way to make it as high-quality and successful as possible. Education in the Republic of Croatia is decentralized and financed at all levels of public administration. Many scientists have conducted research on investment in education, the quality of the education system and human capital and tried to determine how it specifically affects the economy. This paper provides an overview of previous research on the aforementioned issue and an empirical analysis of the financing of the Croatian education system, as well as an empirical analysis of the impact of public investment in education on the economy of the Republic of Croatia. The evaluation of the linear regression model examined how general government expenditures on education affect the gross domestic product in the Republic of Croatia, and the impact of expenditures according to education levels on the gross domestic product was examined. It was concluded that general government expenditures have a positive effect on the economy, and by increasing spending on education, GDP grows as well. Also, investment in early, preschool, primary and secondary education shows a positive effect on GDP, while investment in higher education has a negative effect on economic growth. The results mostly coincide with already conducted foreign and domestic research
