Abstract

Upravljanje katastrofama sve više postaje aktualnija tema pa se tako vrhovne revizijske institucije
sve više bave tim područjem i načinom kako revidirati aktivnosti upravljanja katastrofama.
Razvijene su brojne smjernice koje se bave određenim područjima u upravljanju katastrofama,
no trenutno aktualna smjernica razvijena od strane Međunarodne organizacije vrhovnih
revizijskih institucija (engl. INTOSAI) nastupila je na snagu 2020. godine. U smjernici se definiraju
ciljevi i djelokrug revizije aktivnosti upravljanja katastrofama kojih se trebaju pridržavati ukoliko
će revidirati takve aktivnosti. Postoje tri vrste aktivnosti koje se mogu revidirati, a to najbolje
prikazuje ciklus aktivnosti upravljanja katastrofama gdje je podjela na aktivnosti prije katastrofe,
aktivnosti za vrijeme katastrofe i aktivnosti nakon katastrofe. Smjernica 5330 također daje
detaljan prikaz procesa revizije aktivnosti upravljanja katastrofama od planiranja revizije pa sve
do praćenja postupanja s rezultatima, što je i cilj rada, detaljnije prikazati aktivnosti koje su
poduzimaju prije i nakon katastrofe i cjelokupni proces revizije istih katastrofa. U izradi rada su
korišteni izvori stručne literature poput izvješća vrhovnih revizijskih institucija, smjernica i vodiča
izdanih od strane vrhovnih revizijskih institucija, stručnih članaka i dokumenata s internetskih
stranica koji su vezani za područje upravljanja katastrofama i revizije isto područje. Analizirano je
istraživanje izdano od strane EUROSAI radne skupine te pri čemu su izneseni zaključci o tome
koliko pojedine vrhovne revizijske institucije ulažu u upravljanje aktivnostima vezanima za
katastrofe te koliko pridaju na značaju revizijama koje se provode u svrhu upravljanja
katastrofama. Također su analizirane odabrana izvješća financijske revizije, revizije učinkovitosti
i revizije usklađenosti kod kojih su iznijeti zaključci o tome na što su se vrhovne revizijske
institucije fokusirale prilikom revizije te koji su bili propusti u provedenoj reviziji i što zahtijeva
daljnje poboljšanje.

Abstract (english)

Disaster management is becoming more and more a topical issue, so supreme audit institutions
are increasingly dealing with this area and how to audit disaster management activities.
Numerous guidelines have been developed that deal with certain areas in disaster management,
but the current guideline developed by the International Organization of Supreme Audit
Institutions (INTOSAI) entered into force in 2020. The guideline defines the goals and scope of the
audit of disaster management activities that should be followed if such activities are to be
audited. There are three types of activities that can be audited, and this best represents the
disaster management activity cycle where it is divided into pre-disaster activities, disaster-time
activities and post-disaster activities. Guideline 5330 also provides a detailed description of the
audit process of disaster management activities, from audit planning to monitoring the handling
of the results, which is the aim of the work, to show in more detail the activities undertaken before
and after the disaster and the overall audit process of the same disasters. In the preparation of
the work, sources of professional literature were used, such as reports of supreme audit
institutions, guidelines and guides issued by supreme audit institutions, professional articles and
documents from websites related to the field of disaster management and auditing the same
field. The research issued by the EUROSAI working group was analyzed and conclusions were
drawn on how much individual supreme audit institutions invest in the management of activities
related to disasters and how much importance they give to audits carried out for the purpose of
disaster management. Selected reports of financial audits, efficiency audits and compliance
audits were also analysed, where conclusions were drawn on what the supreme audit institutions
focused on during the audit and what were the shortcomings in the audit conducted and what
requires further improvement.
