Abstract

U ovom radu analiziraju se društveni i ekonomski aspekti mrežne neutralnosti. Neutralnost mreže je načelo prema kojem se svi pružatelji Internetskih usluga trebaju ravnopravno i bez diskriminacije odnositi prema svim podacima koji putuju Internetom, neovisno o lokaciji korisnika, sadržajima, platformama ili vrsti opreme. Iako postoji mnogo argumenata za i protiv neutralnosti mreže ovaj diplomski rad pokušava reprezentativno prikazati obje strane, prikazati povijesni kontekst događaja vezanih uz ovaj pojam, te pitanje kako korisnik Interneta može zaštiti svoj identitetu poglavlju Društveni aspekti mrežne neutralnosti. Zakonska regulativa analizira trenutnu pravnu regulaciju mrežne neutralnosti u Republici Hrvatskoj, Europskoj uniji i Sjedinjenim Američkim Državama. U 2014. godini legislativni autoriteti prepoznaju pojam Slobodnog Interneta koji je širi pojam od mrežne neutralnosti, te se može smatrati da je Internet ostao neutralan. Ekonomski aspekti analiziraju se putem dva primjera, odnos Netflixa i američkih ISP-ova, kao i raspetljavanje i ulaganje u mrežnu infrastrukturu. Kako bi sedefiniralapercepcija korisnika Interneta u Hrvatskoj o mrežnoj neutralnosti i mjerama koji korisnici poduzimaju za anonimno surfanje Internetom provedeno je anketno istraživanje i analizirani rezultatipokazuju neinformiranost prosječnog korisnika i nedostatka motiviranosti za zaštitu podataka.

Abstract (english)

This thesis analyzes the social and economic aspects of net neutrality. Net neutrality is a principle that states that all Internet service providers should treat equally and without discrimination all the information flowing through the Internet, regardless of the user’s location, the content, platforms or type of equipment. Even though there are numerous pros and cons of net neutrality, this thesis attempts to delineate both sides, depict the historical context of the events related to this principle, and address the issue of how Internet users can secure their identity in the chapter Social aspects of net neutrality.The legislation analyzes the current legal regulation of net neutrality in Croatia, the European Union and the United States of America.Taking into account that in 2014 the legislative authorities recognized the concept of Free Internet, a term much broader than net neutrality, the Internet should be regarded as neutral. Regarding the economic aspects, two examples have been analyzed: the relationship between Netflix and the ISPs, as well as unbundling and network infrastructure investment. In order to define how Croatian Internet users perceive net neutrality and which measures they take to anonymously surf the Internet, a survey has been conducted and the results show that an average user is poorly informed due to a lack of motivation to secure their data.
