Abstract

Državni investicijski fondovi su investicijski fondovi u vlasništvu države koji upravljaju s velikim iznosima kapitala koje nastoje uložiti na međunarodnom financijskom tržištu kako bi stvorili zalihe za buduće generacije posebice u državama sa slabije razvijenim mirovinskim sustavom te ostvarile druge ekonomske potrebe poput fiskalne stabilnosti, stabilizacije deviznog tečaja, diverzifikacije te smanjenja ovisnosti i izloženosti jednom izvoru prihoda, ali i s ciljem ostvarivanja većeg povrata na uložena sredstva i oplemenjivanja novca od viškova deviznih rezervi i prihoda od nafte, posebice uslijed velike volatilnosti cijena. Državni investicijski fondovi ulažu ovisno o investicijskoj strategiji i preuzetom riziku, a najčešće su to financijski instrumenti dugoročnog horizonta ulaganja i s većom tolerancijom na rizik poput dionica, obveznica, nekretnina te određenih oblika alternativnih ulaganja. S porašću aktivnosti i uloge državnih investicijskih fondova te imovine pod upravljanjem koja se mjeri u bilijunima dolara, važan je i njihov regulatorni okvir na pojedinim financijskim tržištima kao i načela, odnosno smjernice upravljanja takvom vrstom fonda navedenom u dokumentu Opće prihvaćeni principi i praksa. Kako državni investicijski fondovi dobivaju na značaju, ključno je i samo tržište državnih investicijskih fondova u svijetu s naglaskom na kretanje imovine, geografsku i sektorsku distribuciju ulaganja kao i njihovu profitabilnost od trenutka osnivanja. Na izabranim primjerima fondova Kineske investicijske korporacije, Investicijske uprave Abu Dhabija, Fonda Novog Zelanda i Državnog globalnog mirovinskog fonda Norveške dati će se detaljniji uvid u njihovo poslovanje i ulogu na formiranje globalnog financijskog tržišta.

Abstract (english)

Sovereign wealth funs are state-owned investment funds that manage large amounts of capital that seek to invest in the international financial market to create supplies for future generations, especially in countries with less developed pension systems and achieving other economic needs such as fiscal stability, stabilization of exchange rates and reducing exposure to one source of income, but with a view to achieving greater returns on their investments and refining from foreign exchange reserves and oil revenues, especially during high prices volatility. Sovereign wealth funds invest depending on the investment strategy and the risk assumed and most often they invest in financial instruments of the long-term investment horizon and with greater risk tolerance such as stocks, bonds, real estate and certain forms of alternative investments. With the increase in the activities and role of sovereign wealth funds and assets under management measured in trillions dollars, their regulatory framework in certain financial markets is important, as well as the principles and guidelines for managing this type of fund set out in the document Generally Accepted Principles and Practices. Since sovereign wealth funds are gaining on importance, it is crucial to get a look on market of sovereign wealth funds emphasized on asset movements, geographical and sectoral distribution of investments as well as its profitability from its founding. Selected examples of funds from the China Investment Corporation, Abu Dhabi Investment Authority, New Zealand Superannuation Fund and the Government Pension Fund Global will give a detailed insight into its operations and role in the global financial market.
