Abstract

Financijska kriza ukazala je na potrebu za detaljnijim pristupom analizi sistemskog rizika. Akademska zajednica definira sistemski rizik kao rizik kojemu je izložen financijski sustav a da pritom može imati znatne negativne posljedice na financijski sustav i realno gospodarstvo u cjelini. U ovom radu opisuju se komponente sistemskog rizika i njima odgovarajuće makroprudencijalne mjere za postizanje financijske stabilnosti, budući da se regulacija temeljena na mikroprudencijalnom nadzoru pokazala nedostatnom u razdoblju krize. Nadalje, brojna regulatorna tijela izdala su publikacije i znanstvene radove koji donose smjernice za mjerenje i upravljanje sistemskim rizikom koje su primjenjive unutar jurisdikcija pojedinačnih država. Analizom europskog tržišta osiguranja prikazana je izloženost tržišta sistemskom riziku prema profilu rizičnosti osiguravatelja, dok se analizom tržišta osiguranja u Republici Hrvatskoj prikazuju pojedini poslovni rezultati i potencijalne opasnosti za tržište.

Abstract (english)

The financial crisis revealed the need for a more detailed approach to the systemic risk analysis. The academic community defines systemic risk as a risk to which a financial system is exposed and can have significant negative consequences on the financial system and the real economy as a whole. This paper describes the components of systemic risk and appropriate macroprudential measures for achieving financial stability, since the regulation based on micro-prudential supervision had proved to be insufficient in the crisis period. Furthermore, a number of regulatory authorities have issued publications and scientific papers that provide guidance on how to measure ad manage systemic risk, which is applicable within jurisdictions of individual countries. The analysis of the European insurance market provides market exposure to systemic risk according to the insurers risk profiles, while the analysis of the insurance market in the Republic of Croatia presents performance results and potential hazards for the insurance market.
