| Abstract | Polazna je teza u završnom radu da u Italiji postoji jako visoka percepcija korupcije i da je ona prepreka društveno-ekonomskom razvoju zemlje. Analizirali smo utjecaj korupcije na ekonomski razvoj i rast javnog duga i došli smo do zaključka da ona negativno utječe na te dvije pojave. U analizi utjecaja korupcije na ekonomski razvoj zemlje, spomenuli smo njezine negativne učinke na poduzeća i ekonomske aktivnosti: viša razina korupcije znači nižu razinu konkurentnosti, manje ulaganja, nižu razinu produktivnosti, sporiji tehnološki napredak, manje inovacija i stoga veću nezaposlenost. S druge strane imamo manje fiskalne prihode i veće rashode, što dalje ima implikacije na rast javnog duga, budući da je zemlja zbog proračunskog deficita prisiljena na daljnje zaduživanje. Iako smo analizirali različite metode i ekonometrijske modele, sva istraživanja (primarna i sekundarna) čvrsto su pokazala da postoji negativna korelacija, odnosno da porast korupcije uzrokuje indirektno pad stope ekonomskog rasta te utječe i na porast javnog duga. Korupcija najviše pogađa javni sektor, izravno smanjujući prihode države i dovodeći do brojnih neizravnih, ali iznimno štetnih posljedica. To su, prije svega, smanjene mogućnosti financiranja školstva, zdravstva i socijalne skrbi, te izgradnje i održavanja infrastrukture. Korupcija je „uteg“ na izravna strana ulaganja: naime, Italija kao zemlja u kojoj vlada korupcija na visokom nivou, nije pouzdana ni za talijanske, a ni za strane investitore, a na taj se način gube prilike za poslovanje i stvaranje novih radnih mjesta. Nezaposleni mladi ljudi su ti koji plaćaju najvišu cijenu: uskraćeni su im prilike za zapošljavanje zbog negativnih uvjeta gospodarstva te su prisiljeni na odlazak u inozemstvo. Nadalje, korupcija potiče neučinkovitost usluga i glomaznu birokraciju, te slabi povjerenje građana u vladu, političare i državne institucije i potkopava sam koncept vladavine prava. Pravo objašnjenje problema korupcije proizlazi točno iz njegovog porijekla od latinskog korijena riječi: „corruptio“ kao što je navedeno na samom početku ovog rada, a odnosi se na dekompoziciju i degeneraciju stvari. I kako su se stvari pogoršavale s godinama, pogoršavalo se stanje u državi, pogoršavala se ekonomska situacija države, i nužno k tome slijedio je i rast javnog duga Italije. Usvojeno je niz zakona i antikorupcijskih mjera i treba ustrajati na njihovoj implementaciji, pri čemu je ključni čimbenik politička volja i good governance, odnosno princip dobrog upravljanja. Izvedene preporuke antikorupcijske politike naglašavaju važnost suzbijanja korupcije zbog ogromnog utjecaja na javni dug, a i zbog njezine daljnje opstojnosti u Europskoj uniji, zbog ogromnih makroekonomskih problema s kojima se suočava već desetljećima. Očito je da ovakva Europa više nije po mjeri Italiji, naime baš politike štednje („austerity“), nametnute iz Europe povećale su isto tako njezin javni dug. Je li neki „drugi put“ potreban za izlazak Italije iz dugogodišnje dužničke krize?! |
| Abstract (english) | The starting-point of this research is that in Italy there is a very high perception of corruption and
that it is an obstacle to the socio-economic development of the country. We analyzed the impact of
corruption on economic development and the growth of public debt: we came to the conclusion that
it negatively influences these two phenomena. In analyzing the impact of corruption on the
economic development of the country, we mentioned its negative effects on enterprises and
economic activities: a higher level of corruption means a lower level of competitiveness, less
investments, a lower level of productivity, slower technological progress, less innovation, and
therefore higher unemployment rate. On the other hand, we have less fiscal revenues and higher
public expenditures, which continue to have implications on the growth of public debt, as the
country is forced to continue borrowing due to the budget deficit. Although we have analyzed
different methods and econometric models, all researches have firmly shown that there is a negative
correlation, the increase of corruption rate causes an indirect decline in the rate of economic growth
which affects the growth of public debt. Corruption is most affecting the public sector, directly
reducing state revenues and resulting in a number of indirect, but extremely harmful consequences:
they reduced opportunities for financing education, health and social welfare, and the construction
and maintenance of infrastructure. It is a "weight" for FDI: Italy with high corruption is not reliable
either for foreign investors, thus losing opportunities for doing business and creating new jobs.
Unemployed young people are the ones who pay the highest price: they are deprived of their
employment opportunities due to the negative economic conditions and are forced to go to work
abroad. Corruption fosters ineffectiveness of services and cumbersome bureaucracy and weakens
citizens' confidence in government, politicians and state institutions and undermines the concept of
the rule of law. The correct explanation of the problem of corruption stems precisely from its origin
from the Latin word: "corruptio", which refers to decomposition and degeneration of things: as
things worsened over the years, the situation in the country worsened, the economic situation of the
state deteriorated, and necessarily also followed by the growth of public debt in Italy. A number of
laws and measures have been adopted and should be persisted on their implementation, whereby the
key factor is political will and good governance. The recommendations of anti-corruption policy
emphasize the importance of combating corruption in Italy, due to the enormous impact on public
debt, and also because of Italian further stay in the EU, due to the huge macroeconomic problems
Italy has been facing for decades. It is obvious that this kind of Europe is no longer fitting for Italy,
namely the austerity policy imposed by Europe has also increased its public debt. Is a "another
road" needed to take Italy out of a long-standing debt crisis ?! |
