Abstract

Tema diplomskog rada obuhvaća usporedbu različitih oblika državnog nadzora, s naglaskom na usporedbu ostalih oblika nadzora s državnom revizijom. Važnost njihovog postojanja u nekom gospodarskom sustavu je neupitna, ali isto tako važna je kvaliteta samog procesa nadzora i cjelokupnog sustava. Državnom revizijom vrši se nadzor u ime i za račun države, a provjerava jesu li ekonomski resursi pravedno raspodijeljeni među korisnicima državnog proračuna. Uz državnu reviziju analizirani su i financijski inspektorat koji prati primjenu propisa u području pranja novca i financiranja terorizma, ured za sprječavanje pranja novca i financiranja terorizma koji se bavi sumnjivim transakcijama unutar tog područja, proračunski nadzor koji prati svrhovitost korištenja proračunskih sredstava, porezni nadzor zadužen za pravilno utvrđivanje porezne obveze te državno odvjetništvo koje poduzima pravne radnje u ime države zbog postojanja nepravilnosti. Sve su ovo oblici državnog nadzora. Cilj rada je pobliže prikazati djelokrug pojedinih oblika nadzora, analizirati djelovanje i izvješćivanje. U prvom dijelu opisuje se važnost nadzora i vrhovnih revizijskih institucija. Drugi dio obuhvaća uvid u poslovanje Državnog ureda za reviziju i opis rada drugih oblika državnog nadzora na području Republike Hrvatske. U posljednjem dijelu, dijelu analize, uspoređuju se godišnja izvješća državne revizije i organa zaduženih za sprječavanje pranja novca i financiranja terorizma na primjeru Republike Hrvatske i Republike Slovenije. Većina literature za pisanje rada dostupna je online zbog transparentnosti poslovanja državnih tijela koja provode određeni oblik nadzora. Isto tako, korišteni su zakoni koji reguliraju određeno područje djelovanja. Svi zaključci te međusobne sličnosti i razlike pojedinih oblika nadzora sažeti su u zaključku ovog diplomskog rada.

Abstract (english)

The topic of the master's thesis includes the comparison of different forms of state supervision, with an emphasis on the comparison of other forms of supervision with state audit. The importance of their existence in the economic system is unquestionable, but the quality of the control process and the system as a whole is also important. The state audit supervises in the name and on behalf of the state, and checks whether economic resources are fairly distributed among the users of the state budget. The masters's thesis also includes analyze of the Financial Inspectorate, which monitors the application of regulations in the field of money laundering and terrorist financing, the work of Anti - Money Laundering Office which deals with suspicious transactions within this area, budgetary control that monitors the purpose of using budget funds, the Tax administration that correctly determines of the tax liability and the State Attorney's Office which takes legal action on behalf of the state due to the existence of irregularities. These are all forms of state supervision. The first part describes the importance of oversight and supreme audit institutions. The second part includes an insight into the operations of the State Audit Office and a description of the work of other forms of state supervision in the territory of the Republic of Croatia. The last part compares the annual reports of the state audit and the bodies in charge of preventing money laundering and terrorist financing on the example of the Republic of Croatia and the Republic of Slovenia. Most of the literature for writing this masters thesis is available online due to the transparency of the operations of state bodies that conduct some form of supervision. Also, laws regulating a certain area of activity were used. All conclusions and mutual similarities and differences of individual forms of supervision are summarized in the conclusion of this thesis.
