Abstract

Jedna od glavnih karakteristika modernog svijeta je ubrzana stopa rasta svjetskog stanovništva, koja dovodi do značajnih problema s kojima se suočavaju brojni svjetski gradovi – manjak prostora - prenatrpanost, ekonomska stagnacija, socijalna isključenost. S obzirom na navedene probleme, nužno je tražiti pametna rješenja koja će omogućiti kvalitetno funkcioniranje gradova. Koncept pametnih gradova odnosno implementacija pametne infrastrukture, usmjerena je prema trendovima koji nastoje olakšati život gradskom stanovništvu, ali i omogućiti adekvatan gospodarski razvoj u okvirima održivog razvoja.
Nove tehnologije i usluge – posebice u domeni prometa, energetike te informacijske i komunikacijske tehnologije (engl. ICT – Information and communications technology), od osobite su važnosti u pretvorbi grada u pametni grad koji pridonosi visokoj razini održivog urbanog razvoja. Rasprostranjenost i dostupnost tih istih tehnologija utječu na razvoj i organizaciju suvremenih gradova. Glavni europski cilj je rješavanje društvenih izazova na urbanoj razini, usvajanjem rješenja pametnih gradova. Dokaz tome je prijedlog Europske komisije za integriranim pristupom povezivanju politika i resursa na razini Europske Unije (EU), nacionalnih, regionalnih i lokalnih razina za promicanje rješenja pametnih gradova. U okviru Europskog zelenog plana usmjerava se težnja Komisije prema suočavanju s izazovima u području klime i okoliša, što se ujedno smatra temeljnim zadatkom aktualne generacije. Riječ je konkretno o strategiji rasta putem koje se EU nastoji preobraziti u najprije pravedno, a potom i prosperitetno društvo s modernim, resursno učinkovitim te konkurentnim gospodarstvom. U ovom se radu nastoji istražiti koncept pametnog grada u okviru održivog razvoja, odnosno na koji način pametni gradovi utječu na opći život unutar urbanih zajednica, na društvene odnose, uporabu tehnologije te promicanje održivog razvoja.

Abstract (english)

One of the main characteristics of the modern world is accelerated population growth. This leads to numerous problems which huge cities encounter – a lack of space – overcrowding, economic stagnation, social exclusion. Given the development of contemporary cities, smart solutions are necessary for cities to function well. The starting point is the implementation of smart infrastructure, but also its sustainable use, stated in the framework of encouraging sustainable development. The concept of smart cities is focused on developmental trends that strive to ease the life of urban population, as well as to find the solutions for the best possible economic development. New technologies and services, especially in the transport, energy and information and communications technology (ICT) area, are needed in the process of city to smart city transformation. The distribution and availability of new technologies have influenced the development and organization of cities. The main European goal is to address major societal challenges at the urban level, by adopting smart city solutions. The European Commission proposes an integrated approach to linking policies and resources at European Union (EU), national, regional and local levels to promote smart city solutions. The European Green Plan addresses the Commission’s plan in the climate and environmental field – which is also considered a fundamental task of the actual generation. It is specifically a growth strategy through which the EU seeks to transform itself – at first into a just, and then a prosperous society with a modern, resource-efficient and competitive economy. The aim of the paper is to explore the concept of a smart city in the context of sustainable development, i.e. how smart cities affect general life within urban communities, social relations, use of the technology and the promotion of sustainable development.
