Abstract

Nakon globalne financijske krize 2008. godine , regulatorne i nadzorne vlasti dolaze do spoznaje o pogrešnom sagledavanju financijske stabilnosti. Zbog njezine iznimne važnosti za gospodarski rast i neometano funkcioniranje financijskog sustava uvode se brojne promjene. Financijska stabilnost se okreće prema makroprudencijalnoj regulaciji zbog složenosti i integracije financijskog sustava i njegove povezanosti s realnom ekonomijom. U svrhu očuvanje financijske stabilnosti uvode se novi institucionalni i regulatorni okviri, pa je tako u Hrvatskoj u cilju bolje suradnje s ostalim institucijama osnovano Vijeće za financijsku stabilnost koje djeluju na području provođenja makrobonitetne politike. Kako bi se provele adekvatne mjere i instrumenti makrobonitetne politike potrebno je i mjeriti financijsku stabilnost te identificirati ranjavosti financijskog sustava koje mu predstavljaju rizik. Kod metoda mjerenja također dolazi do promjene, te se razvijaju pokazatelji koji uzimaju u obzir povezanosti financijskih institucija i tržišta što pridonosi boljem prepoznavanju potencijalnih rizika. No zbog kompleksnosti koncepta financijske stabilnosti i dalje ne postoji jedinstveni pristup u njenom mjerenju, ali mora se priznati da je bez obzira na to ostvaren znatan progres u razvoju identificiranja poremećaja financijskog sustava.

Abstract (english)

Following the global financial crisis in 2008, regulatory and supervisory authorities have come to realize the misconception of financial stability. Due to its exceptional importance for economic growth and the smooth functioning of the financial system, numerous changes are being introduced. Financial stability is turning to macroprudential regulation due to the complexity and integration of the financial system and its connection to the real economy. In order to preserve financial stability, new institutional and regulatory frameworks are being introduced. In Croatia the Financial Stability Council has been established and it operates in the field of macroprudential policy. In order to implement adequate measures and instruments of macroprudential policy, it is necessary to measure financial stability and identify vulnerabilities of the financial system that pose a risk to it. Measurement methods are also changing, and indicators that are being developed take into account the links between financial institutions and the market, which contributes to better identification of potential risks. However, due to the complexity of the concept of financial stability, there is not a unique approach in measuring it, but it must be acknowledged that significant progress has been made in the development of identifying financial system disturbances.
