Abstract

U ovom radu analizira se održivost mirovinskog sustava Republike Hrvatske. Na početku rada opisan je razvoj mirovinskog sustava u Europi pa tako i u Republici Hrvatskoj. Mirovinski sustav prošao je kroz brojne reforme prilagođavajući se ekonomskom, političkom i društvenom okruženju. Stvaranjem samostalne i suverene Republike Hrvatske kreiran je mirovinski sustav koji se prilagođava postojećim ekonomskim i političkim promjenama. Postojeći izazovi održivosti mirovinskog sustava Republike Hrvatske vezani su za demografske trendove. Analize u ovom radu i brojne druge analize od 2000. godine pokazale su da je u Hrvatskoj prisutan negativni demografski trend povezan s brzim trendom starenja stanovništva tako da mirovinski sustav temeljen na međugeneracijskoj solidarnosti sve više postaje opterećenje državnog proračuna. Novi trendovi razvoja mirovinskog sustava svakako bi se trebali kretati u smjeru stvaranja samoodrživog mirovinskog sustava temeljenog na poticanju ulaganja postojećeg radno aktivnog stanovništva koje će si osigurati mirovinu i izvan okvira državnih davanja.

Abstract (english)

This paper analyzes the sustainability of the pension system of the Republic of Croatia. At the beginning of the paper, the development of the pension system in Europe and in the Republic of Croatia is described. The pension system has gone through numerous reforms adapting to the economic, political and social environment. The creation of the independent and sovereign Republic of Croatia created a pension system that adapts to existing economic and political changes. Existing challenges to the sustainability of the pension system of the Republic of Croatia are related to demographic trends. The analyzes in this paper and numerous other analyzes since 2000 have shown that there is a negative demographic trend in Croatia associated with the rapid aging of the population, so that the pension system based on intergenerational solidarity is increasingly becoming a burden on the state budget. The new trends in the development of the pension system should certainly move in the direction of creating a self-sustaining pension system based on encouraging the investment of the existing working population, which will secure a pension outside of the framework of state benefits.
