Abstract

U ovome radu raspravlja se o izazovima i odgovorima mirovinskih sustava Europe. Prvo je opisana povijest i razvoj mirovinskog sustava u Europi te su prikazane strukture mirovinskih sustava odabranih europskih zemalja – Njemačke, Belgije, Poljske, Švedske, Bugarske, Rumunjske i Hrvatske. Temeljni cilj ovog rada je otkriti uzroke problema koji su znatno poljuljali mirovinske sustave diljem Europe i definirati odgovore, odnosno rješenja kako se oduprijeti novonastalim izazovima. Negativna demografska kretanja predstavljaju najveću prepreku mirovinskom sustavu s kojim se susreću gotovo sve zemlje Europe, a transformacija tržišta rada i otpor građana promjeni mirovinskog sustava dodatno potenciraju problem održivosti mirovinskog sustava. U radu su opisane i mirovinske reforme koje su zemlje Europe provodile kako bi prilagodile mirovinski sustav novom socijalnom i gospodarskom okruženju. Također, dan je i pregled strategija koje predstavljaju moguća rješenja za poboljšanje mirovinskog sustava. Zaključuje se da je nemoguće izbjeći predstojeće izazove, ali da se oni mogu smanjiti diversificiranom strukturom mirovinskog sustava.

Abstract (english)

This paper discusses the challenges and responses of pension systems in Europe. First, the history and development of the pension system in Europe is described, and the structures of the pension systems of selected European countries - Germany, Belgium, Poland, Sweden, Bulgaria, Romania and Croatia - are presented. The main goal of this paper is to discover the causes of the problems that have significantly shaken the pension systems throughout Europe and to define the answers, that is, the solutions to resist the new challenges. Negative demographic trends represent the biggest obstacle to the pension system that almost all European countries face, and the transformation of the labor market and the resistance of citizens to changes in the pension system further accentuate the problem of the sustainability of the pension system. The paper also describes the pension reforms implemented by European countries in order to adapt the pension system to the new social and economic environment. Also, an overview of strategies that represent possible solutions for improving the pension system is given. It is concluded that it is impossible to avoid the upcoming challenges, but that they can be reduced by a diversified structure of the pension system.
