Sažetak

The aim of this paper is to explore the impact of the COVID-19 pandemic on healthcare systems. This research was conducted by analyzing the economic and health conditions before, during, and after the pandemic. Furthermore, the goal is to define research elements and areas in which health systems have improved efficiency and effectiveness through adapting post-COVID-19 practices based on the knowledge gained during the pandemic. Based on the above, the hypothesis was derived that the COVID-19 pandemic has stimulated changes at the national and international level aimed at improving efficiency and effectiveness of the healthcare systems. In order to test the hypothesis, the following research questions were defined:
1. Determine the character and dynamics of the development of the pandemic.
2. What impact did the pandemic have on budget reconfiguration and changes in the financing of the healthcare systems?
3. What policies and actions have been applied by the EU and observed member states in the area of public health
